DEWA CEO Highlights Dubai’s Global Leadership in Clean Energy at World Governments Summit 2025

Saeed Mohammed Al Tayer, Managing Director and CEO of Dubai Electricity and Water Authority (DEWA), delivered a keynote address on Dubai’s leadership in clean energy and artificial intelligence (AI) during the World Governments Summit 2025. Al Tayer’s speech, titled ‘Reshaping the Future of Energy: Excellence and Leadership Through Clean Energy and AI’, emphasized Dubai’s innovative strategies in clean energy, energy storage, and Fourth Industrial Revolution technologies.

The World Governments Summit, where DEWA is the “Sustainable Energy Partner,” gathers decision-makers, thought leaders, and experts worldwide to discuss future trends in governance and development.

In his address, Al Tayer attributed Dubai’s success to the visionary leadership of President His Highness Sheikh Mohamed bin Zayed Al Nahyan and Vice President, Prime Minister, and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum. Al Tayer highlighted the UAE’s proactive approach to shaping and implementing future policies, which has positioned the nation as a global role model.

Al Tayer also pointed to the UAE Consensus at COP28, hosted by the UAE, which called for tripling renewable energy capacity and doubling energy efficiency by 2030. This vision aligns with the UAE’s Net Zero by 2050 Strategy, Dubai’s Clean Energy Strategy 2050, and the Dubai Net Zero Carbon Emissions Strategy 2050.

He provided details of Dubai’s energy transformation, which integrates solar power, advanced storage solutions, and continuous operational improvements. The Mohammed bin Rashid Al Maktoum Solar Park, the world’s largest single-site solar park, will expand from 1,000MW to 5,000MW by 2030. The park also houses R&D and Sustainability & Innovation Centres, and DEWA has secured international patents and published research.

Al Tayer further highlighted advancements in renewable energy technologies, such as improved photovoltaic panel efficiency, robotic cleaning systems, and advanced solar tracking algorithms. By January 2025, clean energy accounted for 20% of Dubai’s energy mix. He also mentioned DEWA’s key energy storage projects, including the world’s largest thermal energy storage facility and the tallest solar tower.

In addition to clean energy, Al Tayer discussed AI’s growing role in DEWA’s operations across its value chain, including generation, transmission, and distribution. DEWA has implemented AI-driven innovations such as the world’s first gas turbine intelligent controller and a dynamic digital twin system to enhance thermal efficiency at its power plants.

Al Tayer also emphasized AI’s impact on DEWA’s transmission network, where AI technologies have been integrated into 132/11 kV digital substations, saving energy and reducing CO2 emissions.

One of DEWA’s milestones is the launch of ‘Rammas’, the utility’s virtual employee, which has answered over 10 million customer inquiries since 2017. DEWA is also the first government entity in the UAE to receive ISO certification for Trustworthiness in AI, a testament to its technological leadership.

Al Tayer concluded by noting that AI has become integral to DEWA’s operations, driving efficiencies and helping the authority achieve a significant reduction in operational costs, such as through the use of Microsoft’s Copilot technology.
